European Union citizens can reside in Bulgaria under a simplified procedure governed by EU free-movement rules.
EU citizens do not need to obtain a D visa through the procedure used by third-country nationals. For stays exceeding three months, residence registration and the relevant EU citizen’s document are required.
If you plan to move to Bulgaria to work, be self-employed, study or live on your own resources, apply for registration within three months of entering the country. Buying property does not itself replace a qualifying residence ground.
Who can register for prolonged residence in Bulgaria?
Citizens of any European Union country can register if they:
- work under an employment contract;
- are self-employed;
- study in Bulgaria and meet the requirements regarding resources and health insurance;
- have sufficient resources and the necessary health insurance, including pensioners and financially independent people.
After registration, the applicant receives a document confirming the EU citizen’s right of residence in Bulgaria. The supporting documents required depend on the residence ground selected.
Documents EU citizens need to register residence in Bulgaria
Prepare the documents relevant to your circumstances for the Bulgarian Ministry of Interior’s Migration authorities. The main items to consider when assembling your application are listed below.
Application for prolonged residence
Complete the prescribed form in Bulgarian. Personal details must match the passport or national identity card exactly.
Passport or national identity card
Provide a valid identity document and a copy.
Proof of residential address in Bulgaria
Prepare the housing documents: a title deed or rental agreement and, where required for your procedure, a declaration from the owner. Check any notarisation requirements and the address documents needed with the relevant Migration office before applying.
Health insurance
Insurance requirements depend on the residence ground. Students and economically inactive applicants generally need to demonstrate health coverage in Bulgaria. Employees and self-employed people follow the rules associated with their employment or business activity.
The EHIC is primarily intended for necessary healthcare during a temporary stay and is not a universal substitute for health insurance when moving to settle in another country. Depending on the circumstances, registration using an S1 form, local health insurance or a suitable private policy may be appropriate. Check the correct option and coverage before submitting the application.
Evidence of sufficient resources
If you intend to live on your own resources, demonstrate that you have enough to avoid relying on social assistance. A bank statement and other documents establishing income or available funds may be used as evidence.
Students must demonstrate sufficient resources under the applicable requirements. For employees and self-employed people, proof of employment or self-employment establishes the residence ground: a bank statement is not universally compulsory for every EU citizen.
Payment of the administrative fee
Prepare proof of payment of the applicable fee if one is required for your chosen service. Check the amount and payment procedure before submitting the application.
Grounds for residence in Bulgaria
In addition to identity documents, you must establish the basis for your residence in the country.
Employment
Provide an employment contract with a Bulgarian employer or other appropriate evidence of employment.
Self-employment
Provide documents confirming genuine independent economic activity. Merely registering a company should not be considered sufficient evidence of a qualifying ground without assessing the applicant’s actual activity.
Study
Provide confirmation of study at the relevant educational institution, documents or a declaration establishing sufficient resources, and proof of the required health insurance.
Financial independence
Demonstrate sufficient resources for living expenses and health insurance appropriate for residence in Bulgaria.
Obtaining an EU citizen’s residence document
After the application is assessed, the residence document required under the relevant procedure is issued. Check the certificate and card issuance arrangements when applying.
Processing and document-production times depend on the chosen service and the circumstances of the application. The document may be needed for administrative procedures, banking or other services; each institution’s requirements should be checked separately.
